Despite the catastrophic situation, the Generalitat Valenciana continues to maintain emergency level 2

The Generalitat Valenciana has decided to maintain the level 2 emergency while the number of fatal victims of the DANA already exceeds two hundred. Carlos Mazón , president of the Generalitat, has not yet raised the state to a situation of "catastrophic emergency", which would imply a significant change in the management of the emergency operation.
According to the Generalitat's Civil Protection and Emergency Management Act, Article 116 of the Constitution must be activated to request a state of alarm, something that has not happened so far. This means that, if the situation is considered extremely serious, the president could declare a catastrophic emergency.
If Mazón raises the emergency level to 3, he would assume legal responsibility for the decisions taken to mitigate the effects of the DANA. However, as this increase does not occur, the responsibility falls on the minister responsible for civil protection, who is currently Salomé Prada , Minister of Justice and Interior.
By not declaring a state of emergency, the Generalitat remains in charge of managing the resources needed to combat the DANA. The central government, for its part, has announced its intention to offer support through the availability of material, economic and human resources.
This morning, the President of the Government, Pedro Sánchez , announced that the presence of the Army, the Police and the Civil Guard in the Valencian Community will be expanded. This measure responds to Mazón's request for the sending of 5,000 military personnel to Valencia .
The Generalitat Valenciana still does not know how to act in an emergency situation of such magnitude.
